If the council called «the First Encounter» marks the formal creation of the two countries, the one of the Likpas and the one of the Boobettes, it was in that time only about some hundreds of persons, who still had everything to build: agriculture, industry, homes, etc.

Especially that this act was based on a very risky bet: that the town would not launch a large military operation against their projects. Such an operation would very easily wipe out the two countries before birth, and there were many Phallos willing for it, and even ready to take part. The reason why this never happened remains today a matter of speculation.
